Permit rules are local
Connecticut does not have one simple municipal placement rule that can be assumed for every city and town. Placement on private property, a public street, sidewalk or other right-of-way can trigger different requirements.
Meriden specifically addresses dumpster placement
The City of Meriden Public Works permit page lists an “Application for Dumpster,” and the city's Public Works guidance states that a permit is required for placement of a dumpster within the City right-of-way.
Other Connecticut towns
Do not assume Meriden's rule applies elsewhere. If a container may sit in a street, public parking area, sidewalk zone or other public space in Naugatuck, Wallingford, Tolland, Putnam, Bloomfield, New London or North Haven, contact the relevant municipal department before scheduling delivery.
